2000 Millennium Development Goals
2002 The notion of “innovative development financing mechanisms” first became a topic for international debate at the Conference in Monterrey, Mexico
21 October 2003: The President of the French Republic, Jacques Chirac, asked Jean-Pierre Landau to head a working group on new international financial levies.
January 2004: creation of the Technical Group on Innovative Financing Mechanisms with Brazil and Chile under the auspices of the Secretary General of the United Nations. Spain joined in May 2004 and the Group became commonly known as the “Quadripartite Group”.
September 2004: publication of the Landau Group Report and the Quadripartite Group Report. On 20 September 2004, at a meeting of the Heads of State and Government in New York, President Lula initiated a declaration on action against hunger and poverty that was supported by 107 countries.
August 29th 2005: The President of the French Republic announced the implementation of a levy on airline tickets in France, starting in 2006.
September 14th 2005: At the Summit to review the Millennium Development Goals in New York, 79 countries supported the declaration on innovative financing sources co-sponsored by Algeria, Germany, Brazil, Chile, Spain and France.
February 28th /March 1st 2006: At the Paris Conference on Innovative Development Financing, 44 countries joined the “Leading Group on Solidarity Levies to Fund Development” and 17 countries announced their intention to introduce a solidarity levy on airline tickets.
1st half 2006: Brazilian Presidency of the Leading Group
June 2d 2006: Presentation at the United Nations General Assembly on HIV/AIDS of the UNITAID international drug purchase facility project. The major principles of the project are backed by Brazil, Chile, Norway and France.
July 1st 2006: Entry into force of the solidarity levy on airline tickets in France.
September 19th 2006: Official launch of UNITAID at the United Nations General Assembly by the co-sponsor countries (Brazil, Chile, France, Norway, United Kingdom) and signature of the agreement to have UNITAID hosted by the WHO.
2006: Creation of the International Finance Facility for Immunisation (IFFIm). The Facility should borrow 4 billion dollars on capital markets to finance immunisation programmes through the GAVI fund in the world’s 70 poorest countries between 2006 and 2015.
2nd half 2006: Norwegian Presidency of the Leading Group
September 2006: UNITAID is launched by Brazil, Chile, France, Norway and the United Kingdom.
2007: Korean Presidency of the Leading Group
February 2007: Italy announces the creation of an Advance Market Commitment (AMC) for new pneumococcal vaccines.
1st half 2008: Senegalese Presidency of the Leading Group
2nd half 2008: Guinean Presidency of the Leading Group
September 2008: Declaration on “Action against Hunger and Poverty”. Declaration on “Innovative Sources of Financing for Development”.
October 2008: Fifth plenary meeting of the Leading Group in Conakry, Guinea.
November 11th 2008: European Union Declaration on Innovative Development Financing.
November 29th 2008: High-level side-event organised by the Leading Group and opened by Ban Ki-moon, in the presence of several ministers from the country members of the Leading Group.
November 29th-December 2st 2008: Follow-up International Conference on Financing for Development in Doha
1st half 2009: French Presidency of the Leading Group
May 28th & 29th: Sixth Plenary Meeting of the Leading Group in Paris, France.
22 October 2009: Launching of the Taskforce on International Financial Transactions and Development.
2nd half 2009: Chilean presidency of the Leading Group.
28th and 29th January 2010: Seventh Plenary Meeting of the Leading Group in Santiago, Chile.
